JOB SUMMARY:
The person employed in this capacity will perform his/her duties under the supervision of the Superintendent, Construction Supervisor or Street Maintenance Supervisor. This person is required to perform heavy and light manual work using a variety of routine and common hand tools and hand equipment. This person will also operate light or heavy automotive equipment and other machinery and hand tools safely and efficiently. This job requires previous experience with heavy equipment in order to operate skillfully and safely. Work is evaluated based on the care exercised in the safe operation of equipment and tools, the efficiency of completing assigned tasks, and the effectiveness of the employee’s work ethics.
ESSENTIAL JOB FUNCTIONS:
- Understand and follow oral and written instructions.
- Must have a working knowledge of current traffic laws, ordinances, and rules involved in equipment operation.
- Follow safe work practices and observe safety rules and precautions.
- Assist the public and warn them of hazards.
- Set safety cones and/or temporary signs around work sites, and direct vehicular traffic around and through work sites.

- Safely operate a manual or automatic transmission dump truck to load or unload materials used for daily construction activities.
- Operate tools, machinery, and heavy equipment.
- Operate power driven machinery such as a jackhammer, wacker packer, walk behind vibratory roller, and other small equipment and tools to perform storm drainage construction.
- Lay and repair culverts and headwalls.
- Assist with the construction, installation, and repair of curb inlets and drainage structures.

JOB SUMMARY: The person employed in this capacity will perform his/her duties under the direction of the Director of the Jackson Animal Care Center. The person will be responsible for providing compassionate, attentive care to the animals at all times, maintain a clean and healthy environment for the animals and the public, and assist with adoptions and facility events as needed.
ESSENTIAL JOB FUNCTIONS:
- Adhere to the cleaning protocols for animal care, kennel maintenance, sanitation, parasite and disease control and other animal care practices within the policies and guidelines of the Jackson Animal Care Center. This includes daily thorough cleaning of all animal areas, including canine runs, feline areas, floors, dishes, bedding and restrooms etc.
- Responsible for maintaining the animal housing areas and shelter as a whole in a clean and sanitary condition. This includes spot cleaning of animal and public areas throughout the day.
- Monitor the health and wellness of the animals and identify any health problems or conditions (medical or behavioral) and immediately report to management.
- Feed animals, routinely handle, medicate, and vaccinate animals, socialize with the animals, and groom animals in a professional and humane way.
- Sweep, mop, scrub, and vacuum offices, halls and other areas of the center.

- Maintain neatness of building grounds.
- Maintain building and equipment by performing minor and routine maintenance.

JOB SUMMARY: The person employed in this capacity will perform his/her duties under the direction of the Financial Supervisor and/or City Recorder or Finance Director. The purpose of this position is to process accounts payable invoices in a timely manner while maintaining timely and accurate records. The person holding this position is expected to be a team player whose goal is to contribute to the success of the City of Jackson’s accounting department.
ESSENTIAL JOB FUNCTIONS:
- Collect, enter, and process invoices weekly for all City departments; scan and attach documentation to invoices; label and file scanned invoices.
- Collect, enter, and process all employee reimbursements.
- Collect, enter, and process all refunds.
- Set up and maintain vendor contacts in the financial software database.
- Research outstanding checks, overpayments/underpayments regularly, voiding and reissuing checks as needed.
- Provide weekly and/or monthly AP reports to the Finance Director and Council as requested.
- Provide customer service to internal and external vendors and other department personnel in a courteous and professional manner, confirming receipt and/or processing of invoices, payment status, and information regarding accounts payable policies and procedures.
- Submit all electronic payments and transfers relevant to accounts payable.
- Maintain electronic payments, transfers, and ACH spreadsheets.
- Prepare and process monthly Verizon and Amazon invoices.
- Analyze and balance A/P payable accounts.
- Process 1099’s annually by January 15th.
- Work collaboratively with other departments to help solve accounts payable issues.
- Backup to payroll accounting clerk.
- Assist with other accounting job duties as needed when coworkers are sick or on vacation.
- Other duties as assigned by the Financial Supervisor and/or City Recorder, Finance Director.

JOB SUMMARY: The Service Innovation Director (SID) is responsible for working with City Departments on behalf of the Mayor to identify develop, test, and implement continuous improvements throughout the City by fostering a culture of data use and innovation. Additionally, the SID will lead and coordinate City Department efforts to identify and secure grant opportunities to fund these improvements and other capital improvements. This position coordinates across Departments to ensure grant compliance, timely reporting, and proper use of funds. The SID plays a critical role in maximizing external funding sources to enhance innovative city services, infrastructure, and community programs. The SID reports directly to the Chief of Staff.
The SID is a member of the Mayor’s Innovation Team, which comprises key program areas that seek to improve the quality of life for all Jacksonians, including Community Development, Neighborhood Services, and Financial Empowerment. The SID works directly with this team and other City Departments to facilitate and support the development and implementation of innovative research-driven solutions to help carry out and fund the Mayor’s vision for improving Jackson and addressing community concerns.
ESSENTIAL JOB FUNCTIONS:
- Work closely with the Innovation Team and other City Departments to plan and develop scope, goals, deliverables, required resources, work plan, and timing for initiatives.
- Establish effective project communication plans and execute them.
- Lead regular project progress and coordination meetings.
- Lead in developing and managing data collection for City services to identify opportunities for data-driven improvements.
- Cultivate buy-in from City Departments and other stakeholders inside and outside of City Hall.
- Support city-wide strategic initiatives by aligning grant funding opportunities with capital projects, infrastructure improvements, and community development goals.
- Collaborate with City Departments to assess funding needs, priorities, and readiness for grant opportunities.
- Research, identify, and submit applications for public and private grant opportunities aligned with municipal priorities.
- Manage and monitor awarded grants to ensure compliance with all federal, state, and local regulations, as well as specific grant terms and conditions.
- Serve as the primary point of contact for grantors and internal stakeholders regarding all grant-related activities.
- Build capacity and skills within the City for continuous organizational improvement.
- Perform all other duties as assigned.
REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSE:
- Bachelor's Degree from an accredited college or university.
- Three (3) years of increasingly responsible experience in local government, planning, business, finance, community development, or a related field.
- Two (2) years of project management experience or experience in grant writing and compliance management required, experience in both strongly preferred.
