2024-2025 Leaf Pick Up Guidelines
- Leaf Trucks will run from the Monday, November 4, 2024 through Friday, March 14, 2025. Starting March 15, 2025, leaves will need to be bagged for claw truck pick-up and residents should dial 3-1-1 or make a report on the Ready 3-1-1 App.
- Each of the four districts will have a crew assigned to it for the entire season. They will start at one side and sweep the entire district before starting over.
- Leaves must be raked into piles at the street within four (4) feet. Any leaves raked after the truck has been on your road will be picked up on the next round through.
- Sticks and limbs are to be placed in a separate pile. Any pile of leaves with excess limbs will be skipped.
- Pick-up is based on weather. If it is raining, snowing, or frozen, our machine will clog. Operation will resume as soon as conditions allow.
- Do not rake leaves over water meters or clean-outs. They will be sucked into the machine and possibly cause damage and delays.
- Do not rake close to mailboxes or guide wires.
- Do not park vehicles around leaf piles. If the leaf pile is blocked, it will be documented and skipped until the next round.
- Do not rake over a rock-lined flowerbed. They will get sucked up and damage the machine causing delays and expense of repairs.
- We do not pick up in trailer parks, apartment complexes, churches, and industrial parks.

POTHOLE REPAIR POLICY
Introduction
The Street Department will do the maintenance of its city streets. An important part of street maintenance is the repair of potholes. The city will repair potholes in a safe and cost effective manner, keeping in mind safety, budget, personnel, and environmental concerns. The city will use city employees, equipment and/or private contractors to provide this service. Pothole repair is part of the city's overall pavement management program. Tennessee believes it is in the best interest of the residents for the city.
Application
This policy applies to city streets and alleys. It does not apply to other government's private roads or streets that go through the city unless there is a specific agreement between the city and that other government.
Criteria for Pothole Repair
Not every imperfection in a street surface is necessarily considered to be a pothole in need of repair. The general criteria for repair will be a pothole that is 2 inches or more deep and over 5 inches in diameter. The Street Superintendent or his designated employee will have discretion to decide if a condition is a pothole in need of repair.
Some Potholes will be repaired temporarily during cold weather with cold mix or other means. During cold weather, the repairs will be limited to those determined to be hazardous for motor vehicles. In warmer weather and when hot asphalt mix is available, potholes will be filled with the hot asphalt mix or other means for a more permanent repair.
Priorities and New District-based Pothole Repair Schedule
The City of Jackson, TN Street Department is implementing a new district-based street repair structure to enhance efficiency and reduce turnaround times for pothole repairs. Under this updated approach, repair crews will be assigned to specific districts on designated days of the week. This proactive system is expected to streamline operations, improve service delivery, and maximize cost efficiency for the department. While this new structure prioritizes district-specific repairs, the Street Department will continue to address reported issues citywide. Residents can submit repair requests through multiple channels including email, Ready 311, claims, and other reporting systems. Crews will remain flexible and responsive to urgent issues, ensuring concerns are handles promptly and efficiently regardless of their location.

Weather Conditions
Pothole repairs will be conducted only when weather conditions do not limit the ability to perform the work o; when such work would not endanger the safety of city employees and equipment. Factors that may delay repairs are cold temperatures, rain, snow, and ice conditions.
Workers will document all street repairs to potholes that are made under this policy. Records will not necessarily identify each individual pothole; but may show the general street location where repairs were made.
If the city is aware of a pothole in a street and it is not able to repair it, it will consider whether it should use warning signs or devices. Factors that will be examined will be the location of the pothole, how dangerous it is, and whether a warning sign or device would be effective.
RESPONSIBILITIES
Our Specific responsibilities include pothole repair; cleaning, repairing and paving alleys; minor street resurfacing; snow and ice removal; mowing city right-of-ways and specific sections of the 45 Bypass and Interstate 40 and providing a safe and handicap accessible sidewalk system throughout our City. Tree limb trimming to reduce sight obstruction and inspect, repair damage guardrails. Miscellaneous public works construction activities. Street Department primary includes the maintenance of streets, sidewalk, curb/gutters.
The Street Department has the responsibility for spreading salt and snow plowing for snow and ice control when required on city maintained streets. The overall objective of this division is to salt all hills and bridges within six (6) hours of snowfall/icing occurring; and all major street and connector streets within the first twelve (12) hours. The objective of the Street Department Snow Removal Plan, in the City of Jackson, is to provide a roadway that is passable and safe for vehicular traffic. To achieve the above objective, the department has established a plan that divides personnel into two twelve (12) hour shifts and they will work on alternating shifts until all Priority streets are clear of snow and ice. The plan identifies the zones, which the city is divided into, and the personnel and equipment assigned to each zone. Streets have been assigned Priority One, Two, and Three with each zone as outline below.
Priority One – These are hills, bridges, underpasses, etc., which normally are the first areas to freeze. These will be the first streets addressed when snow/ice occurs.
Priority Two – These are arterial and major collector streets and will be addressed once all of the Priority One locations are completed.
Priority Three – These are collector streets, which normally have moderate traffic volume and should be addressed after all Priority One and Two locations are completed.
NOTE: Due to limited personnel, equipment, and material, this department does not provide this snow removal service on every residential street.
